hello, here are a few facts on parking the parking managers did not want you to know.
no1 parking attendents (pa's) have to give you 10 minuites after you pay and display ticket expires before giving you a ticket. 5 mins grace period and then a further 5 mins. a few months a go the parking manager told pa's to only give you 5 mins after your ticket expires before giving you a pcn (penalty charge notice)and quite a lot were issued after only 5 mins expiry of a pd ticket, however 2 months later the manager said the concil told us not to do it anymore and that we should not have done it in the first place, so if you got a pcn after just 5 mins, you should appeal it.
i will tell you more facts if people ask.

the loading/ unloading rule is, if a parking attendent sees a car which is on lines, or without a pd ticket, they will have to log your vehicle for 5 mins, if they see no signs of loading even if their is a sign on the front of your car saying im loading, they can give you a penalty charge notice. if they see you loading they can give you up to 20 mins to load, if they think you only have a 5 minuite job they might give you only 5 mins then give you a ticket, its really up to the parking attendents on how long you get. but if you are seen loading constantly, say bringing stuff in and out of your car every 5 mins. they cant give you a ticket for up to 20 mins. if you want to load for more then 20 mins, then you will need to get a dispensation from the parking shop.

Not so long back I was a trader in Brighton so am well aware of parking problems/ the authorities generally unhelp dealings with local traders not to mention the bustard business rates... or extortion as some may call it.
