dead cow in river ouse

, I saw a dead calf in the river ouse yesterday at the Glynde reach part of the river, clearly a farmer must be missing it ,and it is a hazard as it is very large, could do a lot of damage to a boat I contacted DEFRA and they said that they were just a helpline and could not really do anything, in fact they could not even advise me who to speak to, so this is my last resort,
