The Council, The Parking Warden Team or the Station owners need to start patrolling this area a bit more.
Not only for the safety of road users and pedestrians, but also for the massive amount of money that could be made (which will interest them more than the former)
I for one would start by putting a number plate recognition camera over the zebra crossing to catch all the selfish twonks that park on the zig-zags to get cash out or go into the off licence.
It won't be long until a pedestrian is seriously hurt or killed on the crossing due to these selfish individuals.
A lot of money must've been spent changing the layout of the forecourt and if anything, it has made it worse! Pinch points at either end, pedestrians trying to cross all over the place and cars doing what they like.
Don't even get me started on the Taxi's

Personally I think the zebra crossing is too close to the shops and station. Drivers often see it late and it would be better place in the middle of the bridge. IMO

I posted up something similar recently. Apparently the Council don't own the roadway outside the station, so it's unenforceable. The stone cold idiots who park outside the shop therefore have nothing to fear (apart from verbal abuse from people like me). It's just disgraceful really, and you're right - someone will be run over and killed sooner or later.

I posted about this a month or so ago and gave chapter and verse from Ruth O'Keefe. ESCC have to do a survey or something before the enforcement of particularly the way the taxis park etc. before it can become law - and yes, it's bonkers. They haven't even started the pre-enforcement or whatever it's called and it will take a year I think. So no chance of any real enforcement down there for at least 18 months or more. Perhaps Merlin or Ruth can comment, again, and explain why nothing is being done about the situation outside the Station.

No one will do anything about it until someone dies. ESCC have this policy and won't consider lowering speed limits until a fatality. Mike Higgs from the road safety team actively pushes this policy forward and does not give 2 hoots who gets hurt. I guess it just saves them doing any real work whilst waiting for a nice pension.

Surely the police could ticket people there for doing that?

The road is private property owned by Network rail, if the road isn't highway, no road traffic offence has been broken, so the police have no authority and cannot ticket.

What a farce! Is it not designated as a public right of way? Arguably it has been in use, uninterrupted and unimpeded, for over 20 years so it could and should become one? Network Rail cans till retain ownership so ESCC don't have to pay for maintenance (like the whole bridge fiasco).

It is an utter farce. I drove (very carefully) through there this morning, and narrowly missed a woman wandering across the road with her eyes trained on her mobile phone.
As it stand, the belisha beacons and signage make the crossing appear to be a safe crossing place. However since vehicles block the view with complete impunity, pedestrians using the crossing are actually not safe at all. I don't know how many times I've driven past lorries parked just a few feet from the crossing completely obscuring the view for northbound traffic while they deliver to the shop.
The taxis don't help by opening their doors wide without looking, and then zooming out to do a U turn without so much as a flicker of an indication. Someone is going to get seriously hurt, quite soon.
