Plenty of non Uber taxi drivers are doing it but dont get caught as difficult to track and find them.

Oddly the London PHV license is the easiest to obtain. All you need is medical, DBS, good English and a very simple map reading test, then off you go to Brighton or wherever and pick up work from the Uber app. A PHV in Brighton requires an extensive knowledge test of the City and is not easy at all to pass. This is what has peeved the local cabbies, the law allows a PHV driver from anywhere to work in another area as long as he is booked from his area. The Uber platform allows this to be possible without breaking the law.
However, just last week Uber as a gesture of goodwill have stopped London drivers picking up outside of the London area (by stopping the drivers app). This is to appease Sadiq Khan as he considers their license renewal appeal.
