Rubbish on A26 and A27: Who's responsible?

The A26 stayed clean after ESSC/LDC last removed all the rubbish up until a day of very high wind about a month ago. Then suddenly it appeared. I suspect that most of it blew from one open topped refuse lorry taking stuff to landfill. Having not seen the incident I can't prove it and Lewes District Council say (a little uncertainly) that they don't use open topped transporters for this sort of rubbish. Does anyone know differently, or perhaps have any idea where this rubbish comes from?

Annoyingly LDC state that it hard to clear up the rubbish as due to health and safety they have to close the road to do it. What stupidity is this? All the rubbish alongside the A26 is at least three metres from the carriageway, caught in hedge, fences and trees!

LDC won't do it as it is a H&S problem, I too pointed out that most of the waste is behind the barrier. LDC say that their staffs welfare is a priority for them, as usual they have little regard for the people who pay for them.

This is not the sort of litter that is thrown out of cars.the rd Almost all of it consists of large, light items, much more likely to have blown off the top of open top refuse vehicles.

These are main routes to the incinerator in newhaven so fairly obvious which trucks etc are responsible. And which company. I've followed there articulated trucks down the A26 with the net flapping around on the side of the trailer. So not containing the load.
Surely these companies should be held responsible and made to clear it. At there expense. Not our taxes.

It's disgusting how filthy our countryside has become along major routes. Have a look, if you can whilst avoiding pot holes !!!!!! Another story....................lol lol.
