ESCC Highways, the Highways Agency and Utilities all hold a bit of their budget back in case of disaster / emergency, but then if they don't spend it before the year end they lose it and what's more their budget gets cut the following year, as it's assumed they don't need it.

They have annual capital works budgets like anyone else, some of which is allocated to routine periodic maintenance and upgrades and some to emergency repairs. As the year ends, they still have to balance the books.
