What is happening to Lewes? There are roadworks everywhere....none of which ever seem to get completed or if they do 1 month later they are back.
Driving through/around Lewes is a pain in the posterior at the best of time w/o all the **** holes

Nowt to do with the election - it happens at the end of every financial year. ESCC Highways, the Highways Agency and Utilities all hold a bit of their budget back in case of disaster / emergency, but then if they don't spend it before the year end they lose it and what's more their budget gets cut the following year, as it's assumed they don't need it.

So this madness happens every March.

Clifford - no, I'm not. I work as an occasional contractor to big utility companies. They have annual capital works budgets like anyone else, some of which is allocated to routine periodic maintenance and upgrades and some to emergency repairs. As the year ends, they still have to balance the books.
