How on earth is anyone supposed to know? It's written in a flat style, completely devoid of anything approaching humour. How is it banter? It's puerile (look it up - it means childish and stupid) when all the UK's cities are apparently at risk, and particularly when by all accounts much of the trouble is being coordinated on the internet.
