As a bank domiciled in UK it must abide by FCA rules. It must pass regular "stress tests" which it does. This is a bank with good liquidity (no risk) each branch has to make a contribution to the Barclays retail group if it can't then is it not bad business to allow it to lose money?
It's a fact that retail branches are underused in many areas. Customers like online and telephone services now. Result is branch closures.
Don't confuse retail banks with investment banks. Now that is a whole different story, they have been "dodgy" Barclays leading the way.
