I have identified further information regarding this review, and elaborate further in the thread further down, as somenone was doubting the reality of the review.
The legal case that has resulted in tis review is
Cran & Others v Camden LDC, 1995.
It relates to invalid consultation. The other issue is legally approved traffic orders that are flawed, rendering tickets invalid. Two conflicting sets of information were approved concurrently, rendering both invalid. ESCC however is preferring to enforce the one they prefer.

Oi you! I yawn, you can be bored.
If you're not interested why did you read it? The clue was in the subject. Quite ineteresting if you ask me. Someone has finally made more progress than a petition. Its the law, not opinion about which scheme is better than that one. Better than moaning on a Forum, keep the info about this coming please.

The resident responsible for this review has worked tirelessly to achieve justice (application of the law) for a fair parking scheme in this town. I think their efforts should be appauled, not criticised.
IMO, Lewes could do with more residents who are keen to protect and enhance their community.

Because I was bored in my lunch break at work and was skimming through here, wanted to see what yet another person has posted about this endless subject.

FOI Request ref 2009 / 298 / Lewes Parking Order
REQUEST
1. Copy of the Lewes Parking Order
2. Copies of information relating to consultation between ESCC and Sussex Police prior to the introduction of the Order
RESPONSE
1. Copy of the Lewes Parking Order
There are 6 Traffic Regulation Orders which apply to Lewes. These are:
?The East Sussex (Lewes District) (Traffic Regulation) Order 2004, Amendment Order 2005 No. 1
?The East Sussex (Lewes District) (Off-Street Parking Places) Order 2004
?The East Sussex (Lewes Town Centre) (Parking Places) Traffic Regulation Order 2007, Amendment Order 2008, No. 1
?The East Sussex (Lewes Town Centre) (Waiting and Loading Restriction) Traffic Regulation Order 2007, Amendment Order 2008, No. 1
?The East Sussex (Lewes Town Centre Extension) (Parking Places) Traffic Regulation Order 2007
?The East Sussex (Lewes Town Centre Extension) (Waiting and Loading Restriction) Traffic Regulation Order 2007
In our email of 3 July we promised to let you know if there would be any charge for providing this information. I am advised that the total number of pages is 313, and thus the cost of providing a hard copy would be £31.30 plus postage, which we estimate will be approximately £4.41 (although we would be happy to drop this off at the Town Hall for you).
If you wish to have a copy of the full set of orders, please let me have a cheque for this amount (made payable to East Sussex County Council).
Alternatively, the documents may be viewed by appointment at the Parking Shop, 29 High Street, Lewes, tel: 01273 477105.
2. Copies of information relating to consultation between ESCC and Sussex Police prior to the introduction of the Order
I attach below the standard letter sent to all consultees (including the Police) with regard to parking orders, and the response from Sussex Police.
I am advised that in the standard consultation letter the name of the order is amended as required (shown in red). If the order is permanent and not experimental then the last three sentences in paragraph 3 (also shown in red) are omitted.

Thanks, Merlin, so what are the two conflicting sets of information that were approved?
and what on Earth are ESCC doing charging a Town Councillor 10p a sheet for photocopies? Hven't they heard of two sides, and being environmentally aware?
