As I understand it previously there were no bays reserved for residents and therefore anybody could park where they liked when they liked. How did that make it easier to find somewhere to park? I accept the scheme isn't perfect but I find it much easier to find parking near my house (especially during the day as ESCC employees can't take my places.)

Well some areas might have benefited from the parking scheme but some areas like the High street and Cliffe area have not improved, worsened as now there are less spaces to park in or it costs a fortun or you have to park in someone else's street. Nice. On the whole I'd say it's made the same sort of improvement that could have happened with proper policing of the area in the first place. now it's simply a money making scheme with proper policing, buy non police type officials.
