PCN - 'Make a formal representation'¯

At this point I am told I can either pay 25 pounds or make a 'Formal Representation' and if that fails my understanding I can appeal to the 'Traffic Penalty Tribunal'¯. Does anyone have any experience of the process they can share?

I confess to a strong inclination to just pay up and get on with my life. 25 pounds is a lot less than the cost in time and effort to chase this, but I think that is the point.

Truth is I am very surprised the appeal was rejected.

1. I worked in Lewes and park there every day.
2. On the 2nd I parked in and paid for one days parking in Phoenix Causeway (West) car-park. This was at park at 9:38.
3. As usual, after a previous warning, checked the ticket was clearly visible before I left the car for the day.
4. I returned after 6pm to find the PCN glued to the windscreen of my car overshadowing the ticket I had bought that morning which was now upside down.
5. The PCN was issued at 16.32pm.

In my appeal, I include the ticket I had bought, noted that the car was parked at 9.32am, the PCN was issued at 4.32pm so for the majority of the day the ticket was clearly visible, I did not return until after 6pm and that I really do not know why or how the ticket became inverted.

In addition I noted that if the ticket had a serial number printed on the back or tickets were gummed then the Wardens task would have been made less demanding.

Along with the rejection letter was a picture of the ticket, upside down in the middle of the dash. I know the ticket was placed behind the steering wheel so it must have been blown across the dash.
