Who do i contact about an overgrown pathway that is now so bad you have to walk on a grass patch as the hedge has completly covered the path and the house owners are oblivious to cutting it even after a few dropped in hints

Highways department at the county council.
While you're talking to them, you could report the ones at Hawkenbury Way/South Way. The pavement there is barelya foot wide now, if you had a child in a pushchair you'd have to walk in the road.

If it's on a road it's highways if it's elsewhere it's probably rights of way. Both are responsibility of the county council

I've used this more than once for this purpose and doing it this way allows you to see some progress reports. You can even attach photos so they can see how bad it is. It takes a while though, because I think all they can do initially is contact the property owner and tell them to sort it out.

The owner or occupier of a property has a legal responsibility (Highway Act 1980 s154) to ensure that the 'public highway' adjacent to a property is not obstructed by vegetation from their property. That means if the owner fails to trim their bush, they will get a letter from the council, and if ignored, the council will charge the owner/occupier for cutting back.
