30 years ago it was well maintained and kept at 6ft high. Then there was a change of ownership. I can't guess the height now, but it is over twice the height of my house and dwarfs a telegraph pole hidden amongst it. In the winter we don't see the sun until gone 11am. I have spoken to my neighbours but nothing seems to make them want to do anything.

There is a nuisance law regarding high hedges. It's part of the anti social behaviour law. The UK Government website explains it.

It has now been realised that other than this aspect it was better to have discussed its virtue other than consider the consequence of what had occurred.
