Pretty much all councils have what on paper looks like very high reserves. They also have very high debts as with interest rates so low it makes more sense to borrow money to make up the shortfall in income they all face and keep hold of their reserves for the time in the not so distant future when Brexit ruins the country, interest rates shoot up to combat hyper-inflation and they actually really need the money.
