Horse kept near the prison

Just came back from a walk over the Downs up to Mount Harry and back again. Saw a horse being kept on what I assume is public land near the prison. He (or she - I did not look that closely) was surrounded by a metal cage of about 20ft by 10ft with about three inches of water in a bucket. No shade from the baking sun. Anyway know what he / she is doing there and who owns him / her?

It was just before a collection of caravans, assuming one is coming from Hawkenbury Way. The horse looked well cared for, and did not look to be in much distress. Then again, I know next to nothing about horses. I know I would not like to be kept in those conditions, with next to no water and no shade whatsoever.
