Council offices in Fisher Street

When I was stuck in traffic earlier this week, I observed 3 men coming out of and locking up the ex council building on Fisher Street. The traffic crawled around the corner past the Spice Merchant and I saw the same three men going into there (not for a curry as it was 9am).
Today, as I was stuck in traffic again, I observed workmen making alterations with a sledgehammer to the inside of this listed building.
Are people allowed to forcefully remove door frames and walls on a listed building without planning permission?
Did the people who own/run the Spice Merchant purchase this building?
