Blue paint along St John's Hill and Pells Pool

It's a real mess and is now being walked into the area by people/dogs/cats! Looks like it happened in the early hours as it's still wet......wtf next?

I have no objection to good graffitti but just tipping paint down a footpath seems kinda abstract even for my tastes in modern-expressionism!
Anyway, the Council have spread sand everywhere so either they plan to power-wash it away or maybe we will have beach volly-ball later!

In this instance maybe some evidence of the alleged perpetrators is required. Otherwise we could just as well ASSUME it was Sam Spam, Newmania and Slightly Cynical out on the town. @Pedant / eyewitness - I guess that if Sam Spam was there, then he wouldn't be asking if anyone could identify them. I'll cut through the chaff and just call them A*seholes. I suppose I could be mistaken in assuming there was more than one, but Im willing to take that chance.
Given the unending stream of antisocial behaviour, vandalism, and general carnage in the Pells area, is anyone willing to volunteer their leafy corner to take over for a while? Images to follow tomorrow.
