I would like it to go to someone who perhaps needs a means of transport to get to work, or to college, etc. Therefore I don't just want to leave it outside the house with a "Free" note on it.

@A Person's suggestion is ideal. Otherwise, take it to any branch of Halford's (eg Eastbourne) and they'll send it on to Re-Cycle, who ship bikes to Africa and also run workshops there where locals learn to mend bikes and from where the bikes are given to local people. They're a terrific charity.
