wardens in cars

if one of the objects of the parking scheme is suppose to encourage the use of public transport, walking, bikes etc, to lower emmisions. why do the wardens ferry themselves around in a car searching out cars or vans loading and unloading?

Unfortuantely ESCC seem to have completely forgotten to ensure that the needs, requirements and objectives of the scheme were supported by the contractual arrangements with that business.
we all know the scheme has major flaws, yet our LDC Councillors, and ESCC Councillors have done absolutely nothing. They are all mouth, and no trousers.
