Not dangerous as the majority of braking is done by the front wheel, but can be confusing in an emergency situation (stick a foot down and get clouted by a pedal). Legally no issues though, it does count as a brake (you have to have two to ride on the road).

Such as not coming up the inside of a car clearly signalling left at a junction or roundabout if they are intending to go straight over said roundabout. Luckily I was aware of woman on bike wobbling along up the inside of my car, so didn't run her over, but this is a common and deadly mistake many cyclists make and has resulted in deaths in London.
