On a recent post about planning and Santon someone mentioned that the said company Santon were applying to build more warehouses on the tesco side of the river "perhaps to house the many businesses that will be displaced by the building of flats on the North st site. But, if they do build on both sites won't that displace even more water from the flood plain then was first imagined, infact it will surely create yet another bottle neck of water at the far end (willys bridge) like the one in the centre of town( clarks jewllers)

The new employment units are in a very deep hole, well below river level. However, that side of the former South Malling brookland does now have flood protection, new since 2000, so should not, in theory, flood next time. Whether or not new units are built there. The insurance companies appear to believe this, which is perhaps the key thing. No one sensible will open a business without insurance cover.
As you say, the water has to go somewhere. If the Phoenix area gets protected too, bad news for Landport & Monks Way & Friars Walk and the other unprotected "cells".
