Dodgy Window cleaning in Lewes

I was recently surprised to have found a man outside my house cleaning my windows, I had never met him and did not ask him to do so, when he finished I paid him the six quid he asked for, but told him not to bother again.
He clearly had substance misuse issues and smelt very strongly of alcohol.I felt sorry for him but do not want him doing my windows.
Last Saturday he came around again and said he had cleaned my windows the day before, I really did not believe him as I was home most of the day. He seemed shocked that I would not pay him, even though I explained again that I had told him not to do it ,I do think though that someone more vulnerable, such as my elderly neighbor may have paid him.
