Town Clock / St Michael's bells

Seems like the hammer on the 3rd bell (the tonic of the Westminster Quarters, roughly A-flat here) is resting on the bell after the chime has struck, muting it somewhat. It's been like that for a couple of days. Anyone know who maintains it?

For example, the quarter-past chime sounds a little like "Binnnng-binnnng-bink-binnnng", at the moment.
