Tesco in sugar scam?

Noticed some split 2kg bags of sugar on the floor - fallen about a foot. Asked if I could have them to feed my bees over winter. Many staff later I was told No as it might get back into the food chain? Eh? Are their floors that dirty? Some stores have said no as it goes to the cafe!
2kg of sugar was £1.20 a month ago - it's now at a 'New lower Price' of £1.68 - how do they get away with that?
