Rubbish alongside A26, Broyle and more

Has anyone noticed the sheer amount of rubbish alongside the A26 between Barcombe and Lewes... and along the Broyle road too? It seems to have built up since last summer.

Didn't East Sussex County Council Highways Authority used to clean this up? Have they stopped dong this now?
