Rubbish Tax: England vs Holland

Rubbish. Holland has an infrastructure - households can leave everything to be recycled out on the doorstep at least once a week. Here in the UK appart from the highly selective black box every 2 weeks in random areas of a few towns, we have to jump in our cars and queue up at various re-cycling centres. We are probably causing far more damage to the environment by the millions of car journeys going to the dump (followed by millions of lorry journeys to landfill sites or central re-cycling centres), than the damage that may be caused by not re-cycling. I'm pro-recycling, but not unless it's organised efficiently and actually has some benefit other than lining Tony Liar's pockets with more fuel tax.
Still, this non-government is clever: levy penalties on people putting out more than a paper-bag of rubbish one a month, thus (a) generating income from the penalties, (b) generating tax revenue from the jobs for the people running the scheme, (c) generating more income from tax on the fuel used by people making even more journeys to re-cycling centres and (d) generating yet more income from speeding fines on the people driving to the re-cycling centres!
Discuss.
