Ok, we could try to create more jobs - with a few excpeptions people who work for a living understand the 'value' of things, both materially but also in the societal sense.
However, I fear it is at least 2 generations too late for these creatures (I call them creatures as it's really hard to imagine them as people) and that given opportunities to work and better themselves they would be unlikely to take advantage and would actually prefer to receive benefits and make the rest up with thieving.
