Question about Pells Pool

Everyone that comes in to the Pells has to pay. We used to have a half-price spectator rate, but sadly this got abused by some people - paying half and then swimming anyway. Especially difficult to manage on hot days when the Pells is busy. So we had to stop operating this, since it was reducing the income we need to keep operating and was unfair to people who paid properly.
