I think the idea is that the police get a picture of some miscreant committing a misdemeanour, say 'look that's you mate own up'. Said miscreant looks in horror at photo and says 'it's a fair cop gov, you've got me bang to rights'. However, oiks who know the law (the 'travelling community' are quite good at this apparently) just say 'it's not me mate' then provide an allibi. Then without any back up evidence the police can go no further.
