Pub Signs at Lewes Arms

Anybody know what the planning application regarding pub signage is about? I cannot seem to get on the planning web site. I assume they are trying to replace the Lewes Arms with something like a Fullers logo. At the same time what is that ghastly sign outside the Pelham now?

The pictures they have on the planning web site have the sign blanked out - all I could find was that statement. I have made a comment to planning that more information is needed.
The cartouche is shown in the photo.
