Yes, 8 weeks is normal for planning permission. Has the consultation period been finished? The council should have told you the date you would hear back by. I wouldnt expect them to contact you before that no matter how simple the application is

I applied online via the planning portal, guidance was 6-8 weeks. It all goes to the south downs authority who prefer not to publish a phone number. I'll drop them an email.
