I don't know if they issue tickets to motorists who have had to abandon their cars, I doubt it, but it has nothing to do with their morals!

This is not true unfortunately. The restrictions are applicable even if the lines are covered by snow or leaves (as my son discovered to his cost). The roadside signs are sufficient indication of the restriction. If the lines and the signs are not visible you might get away with it, but I doubt it. After all, it is usually possible to scrape the snow away to check if there are yellow lines.
