I have heard figures between 30% and 50% quoted as the extra cost. While it is easy to build on green fields, I can't see why any developer will want to take on the north Street quarter. The price of the completed buildings is unlikely to be significantly higher than the price of a new building on the outskirts of Crawley I would have thought. This must be the reason for the lack of action down there. Any thoughts?

Recall that the original plans and sale were agreed when property was booming and largely before the recent crash in viability of many retail operations. Perhaps the developers are just waiting for a more favourable tax regime and the next boom in property. Right now almost nobody is moving house and there are numerous empty retail units in Lewes for which there is no demand. To me, the best option for North Street would be to put up some cheap and cheerful low-rent industrial units (some still remain!) to encourage small-scale manufacturing and other industry, and so local jobs.
