The flood plain is huge. It goes up to barcombe mills and down almost to Newhaven and is very wide. The flood defences at lewes only need to be a little higher than the banks on the river for that huge area to flood before the North Street quarter does. I can't see any reason why that is not possible. You can also do things like put garages on the ground floor so that living areas are even higher. Cars can be moved if a flood is likely.

There are ways to prevent flooding, and the measures such as allowing a river to overflow its banks onto agricultural land, and raising the banks in urban areas, were successful in Lewes this time. Of course, builders must be forced to take all precautions possible, and to contribute to the cost of wider flood protection measures. If in the long term the ice caps melt completely, there'll be no saving most low lying towns and cities!
