Been a big JCB there for a couple of weeks and new tanks have gone in (presumably fuel tanks). Can we assume it's going back to a petrol station?

Yes I was wondering that
In 1990 there was 21,000 petrol outlets in the U.K. Then along come yet another EU directive regarding the upgrade of underground tanks costing on average 20k. For the vast majority of petrol stations especially rural it was the final nail in the coffin
Today just 6,000 remain.

I have been reliably informed a local businessman has acquired the lease on a long term tenure and has managed to secure a KFC franchise deal. I can't wait for some fried chicken and gravy just down the road.

That pesky EU protecting our lovely country side from contaminated land.. how dare they. Not to mention that cars have become far more efficient so many would have gone out of business anyway.
FYI I believe the last leak caused quite a huge contaminated land problem, so I'll be very surprised if it gets re-developed.

The reduction in the number of fuel stations coincided loss leading with super market forecourts ...... very little to do with any EU directives

Yes, seems like the leaky tank has been removed and replaced with a new one so I guess a new petrol station will be opening. They were originally looking to put the tanks above ground so I wasn't expecting them to start digging. At one point I wondered whether they'd knock it all down (garage and Inn) and put a Travel Lodge there but t seems not.

Petrol tanks at filling stations have to be underground, for safety reasons. Only diesel tanks would be allowed above ground.

Old Malling: About 10-15 years ago (maybe more) I think there was planning permission for a Travel Lodge. If I remember correctly, i think there was an issue over the purchase of adjoining land.
