New road markings at Prison Crossroads

Does anyone know why the Prison Crossroads road surface has suddenly been covered with many sets of different markings in multiple colours? It looks like they may be markings applied during some sort of major survey work?
Is someone (ESCC, Utilities companies, Virgin etc?) planning to dig up and/or resurface the junction again - so soon after the last set of excavation works and resurfacing.
I have looked on ESCC webpages and can see no obvious work listed for that junction in their current 2018-19 schedule.
Any ideas - if we are going to endure yet more traffic chaos, then the sooner people know when it may happen, and how long it might last, the sooner they can start to work out if they can avoid the chaos and traffic dealys that any work at that busy junction inevitably causes.

Anyone planning on excavating the highway normally has to get everyone else with something in the road (gas, elec, traffic lights etc) to mark up where their pipes/ducts run so they can avoid them when digging.
This does normally indicate that someone is about to dig up the area, but could be anyone, Gas, Water, Elec, Virgin, Openreach, or ESCC highways and only the latter will probably be on the council website.
May just be some minor work by one of the utilities, but either way the highways department should know about it, as they are supposed to get notice from any utilities needing to dig the highway
