I can't think of any other bike bays, but then I've never really looked. While Brighton council seem to hate motorists, they have plenty of free motorbike parking.
Mr C-T has just come back from town moaning about it.

The railway station car park is also free to motorbikes. Under the bridge, in the dry, has always been the unofficial spot for bikes. I have parked mine there for years. Whether that will still be the case after all the renovations remains to be seen.
Motorcycles can also be parked for free in any normal parking bay. Drivers don't like it but that's the rules.

Motorcycles:
In Eastbourne, Hastings and Lewes motorcycles can park free of charge in any permit, shared use or designated motorcycle bay within a controlled parking zone.
Motorcycles should be parked at right angles to the kerb, any not parked in this way may be issued with a parking ticket.
So my reading on this then is that, like West Sussex, as long as it's a valid on road parking bay, even if it says 'Permit Holders only' or 'Pay and Display' you can park a motorcycle there. (this does not apply to Car parks as they may have their own rules)
