Don't come on a forum telling people what to think, especially when you don't understand the data you're posting. The data refers to "unemployment benefits" not benefits. I'm not saying the sun is right but your counter argument is wrong. The data is also extremely selective, the data as a whole tells a different story. Go away and come back when you have a vague idea of what you're posting.
