If it's not got a ring, not flying off and appears to be very tame it's probably got Trichomonosis. Had a couple of Pidgeons in the garden like this earlier in the year and only found out when the greenfinches started dying off in large numbers. Best to get it out the garden and disinfect any areas birds usually feed to reduce the spread.
