Now we have youths (hopefully a minority) who buy junk fast food in town and then drive out through the countryside. On finishing the "meal" the tossers toss the redundant packaging out of the car onto the roadside. Unfortunately the taxpayer-funded local authority have to clear up the mess.

In the countryside, any litter by the road is far more likely to have blown off the top of a lorry than it is to have been dropped by a motorist. With all the litter being carted about to landfills and incinerators, often in badly loaded lorries, it doesn't take much to blow off the top to make a noticeable mess by the side of the road.
