It's a private parking space, so is different from local authority parking.
In a private parking space it is the responsibility of the driver, not the owner, to pay any fees demanded.
In most cases you will receive a letter asking you who the driver was. If you do not respond to any letters the owner's only option is to take you to court. To do this they would need to prove that you were the driver, to do this they would need to have a witness or CCTV footage.
If you ignore their letters most property owners won't take it any further.

This practice has not been tested in an English court of law and never will be. I have had 4 tickets outside Laura Ashley so far since the clampers were outlawed, I never heard a thing from them.
