In any event, Lewes District Council will remain the body responsible for all the statutory functions and it won't cease to exist. That would require an act of parliament.

That could be quite popular in Seaford, the District's largest town, already part of Eastbourne for some other purposes, e.g. Health administration and the Local Housing Allowance. Might not be popular with Peacehaven and Telscombe, that are obviously really suburbs of Brighton, and would be likely to prefer going that way instead. Newhaven, with all its new houses, would probably also favour Brighton rather than Eastbourne.
That leaves Lewes and the northern villages. Too small to be independent. Four options. Join Eastbourne. Join Brighton as a new suburb. Join rural basket cases, in planning terms, i.e. Wealden and Mid-Sussex. Under any option, become the outlying area no one cares about and that gets dumped on.

Having all of these small councils with their own central services makes no sense. EBC have been taking the lead on services for other authorities for ages now - let's hope that it keeps the costs down for us tax payers!
