Why don't you just start your own threads? If they are interesting enough they will carry on.
It seems to me to be a very direct and fair system, if a bit Darwinian. Threads that people are interested in carry on - others die.
Why try to force people to talk about what you want them to?
Do what you would do in real life - walk away from people you don't like.
