Genuine Victorian hats are usually on the small side so l wouldn't bother looking unless you have a smaller than average head.

Thank you both for your advice. Musher - You are quite right they had smaller heads in those times. I have a 7.3/8 head so I have little chance of getting a genuine victorian hat to fit but am hoping I can get a reproduction of one that is larger. I will try both the suggestions.
