It's Red Valerian. The latin name is Centranthus ruber. A great plant for attracting hummingbird hawkmoths but it hasn't got the local name of "wall breaker" for nothing. Its thick fleshy roots are capable of doing great damage once they get into the cracks or soft mortar in a flint wall. (It also comes in white btw).
