The GWPF are under no circumstances un biased. Many of their members are clear climate change sceptics, not least the chairman Nigel Lawson who is a long time climate change denier.
They have been extremely opaque when it comes to sighting the sources of their income and have denied repeated freedom of information requests to open up about their funding but as their offices are in a room in the Institute of Materials, Minerals and Mining you can hazard a guess.
You can agree or disagree with their position but to call them unbiased is not correct.
