Getting out of my car yesterday at about 11 am at the car park at Tide Mills, there was a shortish bloke with a mustache who acted oddly. He had about 5 dogs in the car, all desperate to get out. He talked to me loudly about the weather and walked round the car promising the dogs he would let them out in a minute, almost teasing them. I went over the railway and read the info sign. After a few minutes, the guy got back into his car and drove off. I think he was a professional dog walker who couldn't be bothered to actually do the walk but wanted to be seen. Felt so sad for the dogs on such a hot day.

How do you know he hadn't just returned to his car from walking the dogs, and that he wasn't taking the dogs back home - which might have been a relatively short drive away hence his "letting them out in a minute" comment?
Maybe he was walking around the car a few times simply because he thought hed dropped something (keys, phone, loos echange, dogs' ball etc) whilst loading the dogs into it?
You may well be correct in your assumptions, but there could well be a very good reason for the chap's behaviour, so I'd be careful before jumping to conclusions.
Why do so many people always seem to assume the worst these days....?
