It is being paid for by a governement grant.
The panels are also there to act as a lighting reflector.
Still awaiting a reply to my email to ESCC as to why a non-UK manufacturer was initially used and whether a UK manufacturer was used for the replacements.
I would guess that the camera will be more useful in viewing breakdowns or emergencies in the tunnel.

Well they really are making a drama out of a crisis. I can understand panelling the whole tunnel, as you can then keep it clean with water. here we seem to have both panels, and paintwork. Either way the panels they have replaced are still buckled (some are a bit better) I am curius to know if it is all being paid for by a grant, or if ESCC is contributing. Someone must be paying for the workmen, and we are all paying for the diversion when it is closed. it is still someones money, and it is being wasted on extra panels, a shoddy job (that is still shoddy) etc etc. It is all a bit pathetic to see really.
