Council Tax special expenses differences

If we're splitting this type of cost based on where it is spent should we not do the same with the others? There was a lot of money spent on the Seaford golf course but I can't see an increase for Seaford residents based on that.

Unfortunately, if more activities were devolved to the special expenses line, Lewes bills would probably go up even more. One solution is for the Town Council to take on the work covered by social expenses and do it cheaper, as they very probably could.
