Very odd system anyway. At one end studios are valued on the basis that they are too small to accommodate more than one person, and then the charge further reduced by 25% for no obvious reason. At the other end the discount encourages ongoing under-occupation of family homes by the elderly, when it would be more in the public interest for them to downsize.
We have far too many older people under-occupying family houses, and too many younger families living in cramped conditions in houses that are too small for them. Surely the system should be rigged to encouraage exchanges, rather than the status quo?
